Mrs. Emily L. Jay
 
Mrs. Emily L. Jay is the Director of Contracting, Air Force Sustainment Center, Robins Air Force Base, Georgia. She executes authority in all    phases of contracting in support of sustainment center, life cycle management center, and other installation customers.  Additionally, she provides training and development for more than 400 contracting and administrative professionals responsible for obligating in excess of $6.7 billion annually.
Mrs. Jay entered public service as a member of the Copper Cap intern
program.  She held positions as a contract specialist, contracting officer,
and program manager throughout her career in areas of development,  test,
production, joint, and Foreign Military Sales (FMS) programs.
 
Ms. Jay served in leadership positions as the Director of Contracting for Air Armament Center (AAC) and the Deputy Director for Contracting for AFLCMC Eglin Operating Location (O/L) responsible for
management of Eglin’s $4B annual contracting mission. Ms. Jay also served as the Director of Acquisition Excellence for the AFLCMC Eglin O/L, responsible for providing acquisition advice and training to the Eglin workforce as the Senior Site Functional for Program Management, Logistics, and the Acquisition Center for Excellence (ACE).  Prior to her current assignment, she was the Test and Training Division Chief for the Armament Directorate,  responsible for managing a portfolio of Central Test and Evaluation  Investment Program (CTEIP) and Acquisition Category (ACAT) programs that provide aerial targets,
combat training and range instrumentation systems.
